Okay so my employer told me to put ''exempt'' on my w-4 and than l ask her If l would receive money back at the end of the year and she said ''NO'' I am dependent and my mom claim me.

In this question is where l put exempt...... so why they are taking out fed taxes??

They pay is bi-weekly $311 and m net pay was $265

He probably told u to put the number of exemptions that u r claiming.
No one is exempt from social security & medicare, so u should have at least that tax withheld.
If u have income tax withheld, then u may get a refund. If ur parents claim you, then u cannot claim yourself, so u might not get it all back & u might even owe some more tax when u file.

The social security plus medicare on $ 311 would be $23.79 & the rest would be income tax.

If u also marked ur filing status & ANY number of withholding allowances (including zero), ur employer is REQUIRED to ignore the EXEMPT claim & withhold taxes. To file a proper EXEMPT W-4, fill out lines 1, 2, 4 (if it applies), & 7 ONLY. Then sign & date the form.

You cannot claim withholding allowances & claim EXEMPT on Form W-4. It is an either/or proposition.

NOTE: While u may be OK claiming EXEMPT for the rest of the year, ur earnings as a dependent will be too high next year to claim EXEMPT. An EXEMPT claim automatically expires in February of the following year. At that point, ur employer will start withholding taxes as Single & zero allowances unless u give him a new W-4. You should file a new W-4 to be safe, though. I've seen clueless employers continue an EXEMPT claim well past the February cutoff. If that happens, u could be in a world of hurt come filing time in 2010.
