l HAVE BEEN ON PENSION CREDIT GUARANTEE SINCE DEC 2006.WHEN MY BUSINESS ENDED IN 2006 MY ACCOUNTANT SUBMITTED TAX RETURN.i have not worked or traded since 2006.

Yes you do, as they have asked for one. Once you send this one in, provided your tax affairs are straight forward, you should get a letter saying they wont be asking for one from you again.
